Despite not merging with Eurochallenge, as it was the original plan, Eurocup announced the expansion of the competition. In total 48 teams will take part in the regular season and the 8 Euroleague teams which will miss the “Top16”, will continue their season in Eurocup’s new “Last32” phase.

You can read the details here, however the most interesting change seems to be that the regular season will be divided in two regional conferences with geographic criteria “in order to reduce times and costs for participants”.
