Lokomotiv Kuban has made an offer to Avellino’s Ragland, according to Eurohoops reports, and the player is close to joining the Russian team.
He averaged 17.8 points and 5.1 assists per game last season in Italy, ranking fifth both in scoring and assists in the league.
Ragland has plenty of European basketball experiece, having played for Olimpia Milano, Cantu, Murcia and Karsiyaka.
